A vibrant downtown is vital to Odessa’s continued growth

The Odessa Development Corporation (ODC) wants to invest in the businesses that help make that happen.  To accomplish this, we offer a range of targeted incentive grants designed to stimulate local economic growth, enhance infrastructure, and revitalize downtown Odessa. These programs—including the Economic Development Assistance Grant, the Downtown Infrastructure Grant, the Downtown Building Facade Grant, and the Downtown Building Grants—provide critical financial support to businesses and property owners seeking to expand operations, improve their facilities, and elevate the overall attractiveness and functionality of Odessa’s downtown district. By investing in these strategic initiatives, ODC actively fosters a vibrant local economy, attracts new business opportunities, and strengthens the community’s long-term prosperity and quality of life.

The ODC is now accepting applications for grants to help update facades and infrastructure for businesses located  downtown. The grants are sponsored by the City of Odessa and the ODC.

The Facade Grant 

This grant is aimed at enhancing the aesthetics of downtown, promote the revitalization process, and increase the presence of retail, restaurants and entertainment.  Complete Form Here

The Infrastructure Grant

This grant is designed to encourage businesses to promote and develop new or expanded business enterprises in the Odessa Downtown area and get the buildings up to code. Complete Form Here

Facade and Infrastructure Grant Checklist

For businesses between 1st Street, Adams Avenue, 10th Street, and Bernice Avenue, grant funds will be available depending on the location of the property, based on a tiered system.  Learn More Here
