The Odessa Development Corporation (ODC) applies a disciplined approach to public-private partnerships that strengthen Odessa’s infrastructure and accelerate business growth. These partnerships are structured, targeted, and aligned with state law to support new and expanding enterprises directly.

Funding Infrastructure that Drives Development

ODC funding comes from Type A sales tax revenue, which allows economic development organizations to fund land, buildings, equipment, facilities expenditures, targeted infrastructure and improvements for projects that promote or develop new or expanded business enterprises.

One example is the infrastructure investment in a 150-acre mixed-use development near State Highway 191 and Yukon Road. ODC funding helped prepare the site for industrial, commercial, and retail projects, including constructing a new Bass Pro Shops store. This development also includes space for workforce housing and industrial park expansion, positioning the site as a long-term economic asset for Odessa.

“When we had discussions with Bass Pro early on, with our team at ICA properties, we also had some discussions with the city, and also with economic development, and Tom Manskey, the Director of Economic Development for the ODC, and then Elizabeth Shaughnessy, the Director of Planning and Development for the City of Odessa,” said Tom Glassman, Senior Vice President of ICA Properties. “They really worked well in collaboration with us, as they do with other developers in the area, and we were able to get everybody at the same table. ODC was a major part in that, and we're able to come up with a deal, not only for Bass Pro but for a 150-acre area that's going to have several mixed uses there.”

“ODC is more committed than ever to spur economic growth in our area, and investment in this type of infrastructure allows us to open up this entire area for future growth,” said Odessa Chamber of Commerce Economic Development Director Tom Manskey. “We are excited about the potential this has to help Odessa grow and expand into the future.”

Designed for Scale and Impact

The ODC evaluates each project based on its ability to meet clear thresholds:

  • Will the infrastructure investment enable job creation? 
  • Does it increase taxable value? 
  • Is the project aligned with local housing, advanced manufacturing, energy, or logistics priorities?

When the answer is yes, ODC can provide capital for infrastructure that enables the project to move forward. This approach gives Odessa a competitive advantage. It reduces risk for private developers and accelerates timelines without placing long-term infrastructure burdens on the public sector.
