ODC Incentives Support Manufacturing Expansion at Standard Industrial Manufacturing

In September 2023, Standard Industrial Manufacturing Partners LLC received $900,000 in incentives from the Odessa Development Corporation. This support drove $2.5 million in capital investment and initiated a major shift in the company’s Odessa operations. The funding enabled new manufacturing activity, job creation, and long-term growth for a business established in the community since 1979.
The incentive agreement focused on one clear goal — bring manufacturing capacity into the Permian Basin and support expansion from within Odessa. The results show how targeted funding can support existing employers while increasing local economic activity.

Incentives Enable Capital Investment
Before the expansion, Standard Industrial Manufacturing did not operate a manufacturing facility in Odessa. The company relied on sales and service while production occurred elsewhere. ODC support helped change that structure.
Using incentive funds, the company installed 7 CNC machines and added manual metal-cutting equipment. This equipment enabled Standard to begin producing fluid-end expendables. These include valves, seats, ceramic plungers, chrome oxide plungers, hard-coated plungers, gaskets, seals, and packing products used in plunger and centrifugal pumps.
Establishing manufacturing in Odessa reduced delivery times and improved production control. The company expanded existing product lines and introduced new ones, strengthening operations while maintaining its local presence.
Job Creation and Payroll Growth
The expansion also created direct workforce gains. Standard Industrial Manufacturing retained eight Odessa-based jobs connected to the project and created 15 new positions tied to manufacturing and sales growth.
Payroll increased rapidly following the expansion. In 2023, new jobs added $247,000 to payroll, and in 2024, an additional $759,000. The current annual payroll in Odessa is approximately $1.5 million, representing a 607% increase from 2023.
“We place a high value on retention and training.” Miller added. “Odessa’s labor market can be competitive, and Standard Industrial views workforce investment as a core business strategy. Many employees have long-standing ties to the area, reinforcing stability and continuity across operations.”
A Long-Term Presence in Odessa
Standard Industrial Manufacturing has operated in Odessa for more than four decades. Leadership views local investment as part of sustained business success. Employee, customer, and community relationships remain central to the company's growth.
